Rules-based order requires that both sides be participating. Else, it's just naievete which will be interpreted as weakness, leading to more incidents.

Danish Navy appear to be shadowing her. It would be a relatively low risk of escalation to board the ship should it be innocent. NATO decision makers will be working through their operational decision making as we speak.
