yeah, but it might be less complicated judicially to let SE/DE/FI units do it. Denmark is not really involved as far as we know.

There is a “Paris memorandum” for port state control. Normally done in harbour but can be used for anchored vessels. Fi, Den, Swe and Ger have signed as far I know. I think Swe can ask Den to handle the control of a vessel within its borders with this agreement.

I imagine lawyers and scholars from all over EU have been screaming "Paris memorandum", "Copenhagen convention" and "guys, whatabout Montreux" at each other all day in Brussels trying to decide on how to handle this. =)
