It’s also hard to find private attorneys willing to go up against the firms they hire. That’s one reason why those firms didn’t want an effective state civil rights agency that would do the work.

I haven't litigated in your area of law, but sexual harassment cases are particularly nasty (esp. in California?). Not just for the survivors, but the defense attorneys do a lot of underhanded maneuvers to make life difficult for an ethical plaintiff attorney.

I’ve done some sexual harassment cases. And some employment work (though not with the kind of frequency as to make me comfortable calling myself an employment lawyer).
I’ve watched defense lawyers employ more and more vile tactics over the years. While courts fail to intervene.
I still enjoy it.
